Capability Frameworks

Capability frameworks are a tool used by organisations to provide a common language for describing professional competencies needed to achieve both individual and organisation-wide success.

Whilst the NSW Public Sector and the Non-Government Sector have separate frameworks, the core capabilities defined within both closely align, under seven core capabilities:

  • Ethics and integrity
  • Communication
  • Accountability
  • Customer focused
  • Teamwork
  • Solve problems
  • Achieve results

This means that the capabilities that make you successful in your existing role will continue to help you succeed if you choose to transition to the non-government sector.

Further work examining the capabilities of our staff with those of the NGO sector, particularly in terms of career planning and performance planning, requires further work. This will commence in 2015.

As you may be aware, the FACS Performance Development Program (PDP) is a system designed to help managers plan, review and provide feedback about an employee’s performance and development. It is designed to give employees greater clarity about how the work they do fits into the bigger FACS picture, and provide the opportunity to discuss career goals and development opportunities.

The PDP uses both the NSW Public Sector capability framework and the National Disability Services (NDS) capability framework to help people assess what their development needs are.

To  assist staff to think about the capabilities they will need into the future, the PDP now recently includes the option to use the NDS capability framework for staff working in the disability field. This is an important addition, as it enables staff to prepare and align what they do now to what they might need into the future.

The NSW Public Sector Capability Framework describes 12 capabilities across three core groups (Personal Attributes, Relationships and Results) in addition to a number of business enablers and people management capabilities. You can find the full NSW Public Sector Capability Framework here:
